Job Position Zanzibar National Community Health Strategy Costing Consultancy at D-tree International

In 2019, Zanzibar’s Ministry of Health revised its National Community Health Strategy to incorporate lessons learned and introduce a national community health volunteer program so that that everyone in Zanzibar has access to high-quality essential healthcare.

To implement this strategy, the Ministry of Health is recruiting an institutional consultancy to develop a comprehensive, costed operational plan and investment case to sustain the strategy’s implementation through 2025, a core priority for primary healthcare in Zanzibar.

Consultants will work closely with the Zanzibar Ministry of Health to achieve the deliverables outlined in the consultancy’s terms of reference.

Minimum qualification and experience requirements

The Institution should consist of a technical team with the following qualifications:

  1. Master’s degree in one of the areas: health economics, public health, health financing, or other relevant qualifications.
  2. Minimum five (5) years of experience in PHC/community health systems, strategic planning, and budgeting.
  3. Experience with developing health program investment cases, health sector strategy plans.
  4. Previous experience using costing tools will be an asset.
  5. Demonstrated experience in data collection, processing and analysis of complex data using advanced software and costing tools, including interviews and focus group discussions.
  6. Demonstrated successful experience in evidence-based publications, cost effective analysis, financial sustainability plans, policy briefs, strategies, guidelines, and reports.
  7. Hands-on experience with the implementation capacities and constraints of governments in developing countries, particularly low- and middle-income countries in Africa.
  8. Ability to work independently and in teams within a multicultural environment.
  9. Excellent analytical, conceptual, communication, presentation, facilitation, and writing skills.
  10. Familiarity with the Zanzibar health system is an asset.
  11. Excellent command of English, both written and oral; Fluency in Swahili is an added advantage.

The Consultant will work both remotely and from Zanzibar.
