PSI seeks a Technical Advisor – Malaria Case Management to provide technical guidance for the implementation of malaria case management and social and behavior change activities under the 5years USAID funded project “Tanzania Malaria Case Management Activity”. The project will strengthen national and sub-national capacity to implement malaria service delivery and case management in Tanzania.
Your contribution
The Technical Advisor – MCM will be responsible for supporting the COP and project team to ensure that project activities are implemented according to international and national guidelines and best practices. The Technical Advisor will also be responsible for ensuring quality of malaria case management and social and behavior change activities implemented by the project. The Technical Advisor will also be responsible for strengthening the technical capacity of project staff and local implementing partners.
Key Responsibilities
Under the supervision of the COP and in line with USAID and PSI policies, the Technical Advisor will be responsible for:
- Providing technical assistance for the implementation of malaria case management and social behavior change activities to government stakeholders (e.g. National Malaria Control Program, Zanzibar Malaria Elimination Program, and others) and local implementing partners. Continuously building the capacity of government stakeholders and local implementing partners to implement malaria case management and social behavior change activities.
- Providing technical assistance for the implementation of malaria case management, and social behavior change activities to project staff at all levels of the project to ensure successful implementation of evidence-based activities. And mentoring project staff in Tanzanian and global best practices in malaria control and elimination.
- Monitoring the publication of new evidence at the global, regional, and national level on malaria case management, and social behavior change.
- Developing analytically sound and comprehensive reports on the project’s implementation of malaria case management and social behavior change activities in Tanzania.
- Supporting coordination mechanisms across consortium partners to ensure adherence to Tanzanian and global guidelines and best practices for malaria control and elimination.
- Provide oversight for all supportive supervision activities working closely with the Malaria Surveillance and Epidemiology Officer.
- Ensuring project activities are implemented in line with Tanzanian and WHO guidelines and best practices for malaria control and elimination.
- Developing partnerships and relationships with key in-country stakeholders.
- Supporting the project team to prepare annual work plans.
- Collecting, distilling, and disseminating malaria control and elimination best practices to inform donors and other stakeholders. Contributing to the development of knowledge management and thought leadership outputs to disseminate evidence and best practices from the project.
What are we looking for?
- Must have a MD or MPH, or other related biological science postgraduate degree
- A minimum of five years field experience in implementation of malaria case management programs in a low- or middle-income country (LMIC)
- In-depth knowledge of malaria and public health principles and practices, particularly in malaria case management and program management and leadership
- Outstanding English and Kiswahili – language skills, both spoken and written
- Demonstrated global malaria technical knowledge with established reputation for excellence in malaria case management
- Experience mentoring others
- Excellent writing and presentation skills.
- Ability to coordinate and work effectively with diverse stakeholders in numerous locations and levels, including private partners, donors, government officials and bodies, technical experts, civil society organizations, community members and organizations and project support staff.

Your contribution
The MEL Advisor is responsible for the monitoring, evaluation and learning activities of the project. She/he must develop monitoring, evaluation, and reporting systems that include appropriate indicators, baseline data, targets, and a plan to evaluate performance, and lead the team in producing timely, accurate, and complete reporting. The position is responsible for internal communication and monitoring to assure continuous quality improvement of project implementation and assure information flow to field level colleagues. The position is responsible for assuring the technical excellence of all M&E work conducted by the project and leads efforts to disseminate findings. In addition, the position requires extensive knowledge of and experience with Tanzania DHIS2 and USAID reporting systems and indicators.
Key responsibilities
- Responsible for ensuring high quality guidelines and oversight on all collection, quality, and reporting activities for routine data;
- To provide technical oversight and support partner harmonization and other technical staff towards realizing TMCM activities;
- Take lead in the development of the M&E Plan for the TMCM project;
- Responsible for leading the data reporting responsibilities to donor report databases and compiles and submits data for Malaria Surveillance and Epidemiology Officer quarterly narrative reports;
- Serve as the focal point for questions or clarifications regarding the definition of indicators;
- In collaboration with other heads of units, the MEL Advisor ensures cross-partner collaboration throughout the project life through sharing of dashboards and data, supporting learning platforms (including data review meetings and workshops), and harmonization of key performance indicators and data management tools;
- MEL Advisor will work with NMCP and MSDQI supervision teams to strengthen timely identification of key performance gaps and recommend methods to close gaps;
- Perform other activities as required by the Surveillance and Epidemiology Officer.

What are we looking for?
- Master’s degree in monitoring and evaluation, public health, social sciences, informatics, statistics, or other relevant disciplines.
- Seven (7) or more years working experience in monitoring, evaluation and research in the public health field, with progressively increasing level of responsibility.
- Adequate knowledge and experience in working with government settings in Tanzania.
- Demonstrated skills in rigorous quantitative and qualitative research and analytical methods.

- Advanced knowledge of analytic software (e.g., Excel, Stata, R, SAS). Knowledge of GIS and database management is desirable.

PSI is seeking an experienced, dynamic and results-driven Clinical Advisor to lead the implementation of the TMCM project activities in Mtwara, Ruvuma, Lindi and Coast regions. The Clinical Advisor will be responsible for strengthening Case Management (CM) and Malaria in Pregnancy (MIP) prevention primarily by supporting the planning, implementing and data use of Malaria Service Delivery and Quality Improvement (MSDQI) in public and private health facilities in the regions. The position will report to Technical Advisor, Malaria Case Management.
Your contribution
As the Clinical Advisor, you will be responsible for the overall development, management, and representation of TMCM in Lindi, Mtwara, Coast regions and Ruvuma. She/he will perform the following tasks:
- Support the R/CHMT in planning and conducting Malaria Service Data Quality Improvement (MSDQI) supportive supervision to all health facilities in the regions of implementation. This includes CM and MIP assessment, capacity building, service delivery site strengthening, follow up and supervision, mentoring, and monitoring and evaluation (M&E) across the region.
- Provide technical support to the R/CHMTs to interpret and use CM and MIP programmatic data for decision making. This includes collaborating with the project M&E team to develop and sustain database that monitor key MIP and CM indicators at district and contribute to the district and regional level achievements.
- Work collaboratively with program team members (e.g Technical Advisor – Malaria Diagnostic) to ensure necessary program planning, development, resources availability, and management activities function smoothly and efficiently. This includes organizing workshops, training sessions, and technical meetings in collaboration with the NMCP and local partners stakeholders.
- Conduct regular reporting to the TMCM CoP, the Technical Advisor, and technical staff, as well as the R/CHMT, of successes, challenges and lessons learned in implementation of CM and MIP activities. This includes documenting and maintaining an inventory off successful tools and approaches for CM including development and submission of abstract, papers and presentation to journals and conferences.
What are we looking for?
- Clinical degree (medicine preferred), with demonstrated experience of outreach training, mentoring, and support supervision in health facilities
- At least 6 years’ experience and technical knowledge in Malaria CM and MIP
- Understanding of public health and development approaches and familiarity with Tanzania’ health system, key stakeholders, and relevant government policies and strategies
- Understand of monitoring and evaluation of programs, and relevant government policies and strategies
- Understanding of monitoring and evaluation of programs, and skilled in use of data for decision – making and program management
- Excellent presentation skills and verbal and written communications skills
- Demonstrated self – management and the ability to project a professional, consistent image of confidence, integrity and competence
- Fluent in English and Kiswahili.
