Overview

Jhpiego seeks a Senior Technical Advisor: Clinical and Training/Training Lead for an upcoming Centers for Disease Control and Prevention (CDC)/PEPFAR-funded voluntary medical male circumcision (VMMC) project in Tanzania. The project aims to contribute to the PEPFAR goal of achieving HIV epidemic control through the scale-up of quality, safe VMMC services targeting adult men and high-risk populations for HIV prevention in Tanzania. The project will work in CDC priority regions to reach males >15 years and saturate VMMC services in low coverage areas in Geita, Kagera, Mwanza, Shinyanga, Simiyu, Mara and Kigoma regions. The project will operate over a 5-year period.

The Senior Technical Advisor will provide technical leadership and project oversight in the areas of Health Care Worker/Community Health Worker (HCW/CHW) training and capacity building in VMMC service provision include AE prevention and management, Quality Improvement/Quality Assurance (QI/QA) and data quality and use as it relates to Voluntary Medical Male Circumcision (VMMC).The Senior Technical Advisor/Training Lead will also provide technical assistance at the National/Regional/District and Facility level ensuring ongoing capacity and expertise is built within the existing MOH and PORALG structures in the areas of VMMC service provision, QI/QA and data quality and use for sustainability.

The position will operate under the leadership of the Deputy Project Director/VMMC Lead and will oversee and ensure the technical and methodological soundness of all project activities. In collaboration with project team and partners, the position will support the design and implementation of service delivery strategies based on international scientific evidence, country context based best practices, and PEPFAR standards, policies and procedures.

Responsibilities

  • Provide technical oversight, strategic direction and definition of appropriate project activities with a focus on capacity building health care workers, community health workers and local government authorities.
  • Support implementation of a system to ensure capacity and technical quality of trained health care workers, managers and supervisors to ensure high quality provision of VMMC services
  • Develop and/or update evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the Project to meet the needs of CDC and the Government of Tanzania
  • Provide mentoring and capacity building at the individual, facility, district and regional levels in specific areas of expertise including but not limited to:
    • Strengthen relevant departments of the MOH to plan, lead and oversee training of MOH staff to become effective managers of training processes.
    • Advocates with MOH to design, refine and facilitate VMMC training using innovative, cost efficient and effective training/learning approaches.
    • Works closely with stakeholders to strengthen national health training systems including supplementary trainings such as data quality and use,
    • Supports the overall change management process related to improving health training systems
    • Collaborates closely with QI, M&E and Demand Creation leads on training needs and approaches to support project objectives and outcomes.
  • Provide technical assistance for targeted reviews of in-service and/or pre-service education needs impacting VMMC services, and related supportive supervision activities and implementation
  • Coordinate advocacy, and policy and training support, across project regions as required
  • Lead the formulation of innovative approaches, sustained capacity and scale up of targeted HCW/CHW capacity building VMMC service provision, QI/QA in HIV prevention, care, and treatment as it relates to VMMC and data quality and use services
  • Actively participate in relevant technical advisory/working groups and professional forums representing the project and/or Jhpiego
  • Work with health care providers, local authorities, community members and project team members to identify clinical, community-based to national service delivery issues that impede access to care and uptake of services and develop context-based solutions
  • Identify and implement appropriate facility- and community-based strategies to address HCW/CHW capacity building in VMMC service provision, AE prevention and management, QI/QA in HIV prevention, care, and treatment as it relates to VMMC services and data quality and use and other targeted areas identified from service delivery gaps
  • Identify training needs for clinical and community healthcare providers and assist in the design and implementation of measures to address those needs
  • Work closely with the VMMC Program Lead/DCOP and Principal Investigator/Chief of Party on setting project priorities and directions, and responding to requests for support from local counterparts
  • Work with M&E staff to design, implement a plan to track data/results related to targeted HCW/CHW capacity building in QI/QA, data use, and reporting of AE/NAE in HIV prevention, care, and treatment as it relates to VMMC services to inform adjustments in project implementation
  • Collaborate with all local stakeholders and implementing partners, especially the Ministry of Health, PORALG and other US and international implementing partners, to ensure that all activities conform to the requirements and regulations
  • Document successes, lessons learned and challenges in implementation as well as reports of project activities and results to the project and donor, including routine quarterly and annual reports and other reporting requirements as requested
  • Document and maintain an inventory of successful tools and approaches for targeted HCW/CHW capacity building in VMMC service provision, QI/QA, data quality and use and reporting of AE/NAE in HIV prevention, care, and treatment as it relates to VMMC services to inform adjustments in project implementation
  • Author/co-author abstracts, presentations, and articles for journals and conferences
  • Supervise technical staff
  • Manage technical contributions of subgrantees, including defining scopes of work
  • Maintain excellent relationships with CDC, National AIDS Control Program, MOH/PORALG and in-country stakeholders and develop rapid responses
  • Provide technical leadership to the development the project strategic plan, work plan, and project monitoring, in close collaboration with CDC, MoHCDGEC, PORALG at all levels and IPs to ensure timely implementation and compliance to the requirements and regulations of the award

Required Qualifications

  • A Clinical Degree (doctor or nursing), and Master of Public Health preferred
  • At least 7-8 years’ experience implementing and/or providing technical assistance in HCW/CHW capacity building, specifically in QI/QA and HIV prevention, treatment, and care
  • At least 7 years’ experience in implementing and/or providing technical assistance of $15M per year in donor-funded projects and in the design and implementation of overseas health projects; preferably in Tanzania, specifically the regions of Geita, Kagera, Mwanza, Shinyanga, Simiyu, Mara and Kigoma
  • Demonstrated experience providing capacity building assistance at individual and organizational levels
  • Skilled in at least two or more of the following technical areas: strengthening service delivery projects; training; pre-service education; performance and quality improvement; monitoring and evaluation
  • Demonstrated experience with a mix of practical technical skills in QI/QA initiatives and standardization and reporting of AE/NAE necessary for HIV prevention, treatment, and care and VMMC service delivery at the regional, national, clinical and community-level
  • Demonstrated in-depth understanding of Tanzania healthcare system, particularly the public health system, experience living and working in Tanzania preferred
  • Familiarity with CDC’s administrative, management and reporting procedures and systems
  • Proven track record managing a project team composed of several technical experts and fostering team work
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with CDC, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
  • Expertise in research to practice—identifying and adapting best practices to specific project contexts
  • Excellent verbal, written interpersonal and presentation skills in English and Swahili
  • Proficiency in Microsoft Office
  • Ability to travel nationally to project sites
