Registration Associate
Organizational Setting and Work Relationships
The Registration Associate is a member of the Registration team and is normally supervised by the Registration Officer. The Registration Associate is responsible for supporting all activities related to registration, and with ensuring that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions.
Depending on the size and structure of the Office, the Registration Associate may provide day-to-day supervision, direction and support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff), and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Registration Associate collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of registration activities.

Duties
- Assist in the implementation of registration strategies and methodologies for populations of concern.
- Assist in the supervision and daily running of registration team activities, where required.
- Conduct registration interviews when required in accordance with registration standards and guidance.
- Provide counselling to, and responds to queries from, asylum seekers and refugees regarding UNHCR’s registration procedures and their rights and entitlements.
- Maintain accurate and up-to date records and data related to all registration cases.
- Identify persons with specific needs and ensure timely referral to protection follow-up as required.
- Collaborate with protection staff and/or partners in the delivery of assistance and programming, including provision of identity and entitlement documentation.
- Draft correspondence and reports relating to registration activities in the operation, when required
- Provide statistics and draft reports related to registration data, as requested.
- In consultation with the supervisor, make decisions related to the day-to-day operations of the registration unit and devise registration procedures which are efficient and effective.
- Draft and submit reports and statistics related to registration.
- Perform other related duties as required.
Minimum Qualifications

Operational Context
Tanzania operation accommodates refugees from Burundi (72.17%), Democratic Republic of Congo (26.68%) and a minority of other nationalities (0.15%). As of 30th of June 2021, 63,573 Households for 253,040 individuals are registered in UNHCR databases.
Tanzania operation has migrated its data to PRIMES/proGres V4 to allow both GoT and UNHCR staff to access to same data. But a big work is still to be done in terms of training and capacity building, for the operation to reap the expected benefits of the implementation of this tool.
Tanzania is an old operation. The last verification exercise was held in 2013-2014, and a validation exercise was held in 2019. The standard to have verification is in maximum every 5 years. In another way, PRIMES, and all its related tools, is intended to be used by all units for a better protection and search for solutions for PoCs but also for a better planning of activities as well as advocacy, but numbers of data are missing and a number of that available need to be updated. Giving this, it will be highly beneficial for the office and GoT to run a full scale verification with data collection at a level 3, combined with biometric enrolment of all refugees above 5 years old within the new UNHCR¿s Biometric Identity Management System (BIMS) which will provide most value by enhancing the protection activities concerning the management of the individual identity of our PoCs and the tracking of their secondary movement.
In light of the above UNHCR Tanzania operation is reinforcing the registration, data and information management capacity at the representation office Dar es salaam level purposely to bridge the registration vacuum between the GoT staff and UNHCR in attaining the PRIMES tool objective of providing jointly international protection to the PoC in urban areas and coordination issues with the UNHCR field offices. The Registration Associate shall work under supervision and guidance of Registration & Identity Management Officer.
Responsibilities
- Assist in the drafting and implement of operation-specific SOPs for all aspects of registration in accordance with applicable standards and policies, including provisions for the protection of individual data and prevention and identification of fraud.
- Assist in the implementation of procedures and systems for continuous registration and verification exercises, including in the securing and distribution of identity and entitlement documents.
- Supervise the daily running of the registration team activities, including monitoring staff performance, impacts and outputs.
- Establish linkages with protection units within the office and monitor the timely referral of persons with specific needs for protection follow-up.
- Assist in conducting regular data quality checks to monitor the accuracy of data collected.
- In coordination with the operational data management staff, assist in the timely consolidation and drafting of statistics and other registration data reports on persons of concern.
- Help consolidate data and information for country
- Contribute to the design and implement data strategies and systems.
- Assist on the support assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies).
- Assist on Support the monitoring of data and information management activities in offices for integrity, veracity, reliability and credibility and compliance with policies.
- Provide technical and training support to operations.
- Participate in the data and information management team and activities
- Contribute to training and capacity building of UNHCR, government and partner staff in Registration, Data and Information Management including on-the-job coaching and guidance.
Desirable Qualifications & Competencies
- Experience with data sharing, data management and data analysis to support policy formulation and implementation
- Experience in Data collection methodologies and analysis
- Experience with proGres, and knowledge of MS SQL Server an asset.
- The incumbent¿s ability to make use of a variety of techniques, including business process mapping, gap analysis, and being familiar with change management concerns.
