Management and Development for Health (MDH) is a non-profit, non-governmental organization whose primary aim is to contribute to address public health priorities of Tanzania and world at large. POSITION TITLE: REGIONAL VACCINE MANAGER (4 POSITIONS)
DURATION: SIX MONTHS – SPECIFIC TASK CONTRACT

PROJECT: AFYA KWANZA/AFYA JUMUISHI
Position Summary:
The Regional Vaccine Manager is a self-motivated individual who will provide technical leadership, technical expertise, and key inputs to guide project implementation pertaining to COVID 19 vaccine uptake and other immunization services in the region. She /he will work in close collaboration with other Project Managers, Technical Advisors and other senior management officials. She/he is responsible for the overall leadership of MDH’s COVID19 vaccination and other immunization services in the region. She/he will oversee initiatives and services to enhance uptake of COVID19 vaccine including demand creation, service delivery and addressing vaccine hesitancy and other barriers of vaccine uptake, in collaboration with the Government Regional/District Immunization and Vaccine Officer (R/DIVO), Regional/ Council Health Management Teams (R/CHMTs) and other key stakeholders. She/he will also be responsible to oversee vaccination supply chain and monitoring and evaluation activities, including data collection, aggregation, reporting, analysis and utilization to inform plans, decisions and resource allocation.
Duties and Responsibilities:
1. To lead and oversee planning, implementation, M&E and reporting of COVID19 and other vaccination services under the Afya Kwanza project.
2. To oversee initiatives and services to enhance uptake of COVID19 vaccine including demand creation, service delivery and addressing vaccine hesitancy and other barriers of vaccine uptake.
3. To lead implementation of key program initiatives in her/his unit to address key program, donor and national priorities and to ensure COVID19 vaccination services are integrated with other programs at the facility and community level.
4. To provide Technical Assistance to the Regional and Council Health Management Teams and HFs in creation, planning, implementation, M&E and reporting of COVID19 immunization initiatives.
5. To conduct needs assessment, provide technical and logistical support to R/CHMT in vaccine quantification, forecasting, including distribution and redistribution exercises, and organise efforts to address these needs.
6. To review and update the regional micro plans where necessary and to work with RCHMT to anticipate and mitigate on risks to achievement of vaccination targets.
7. To ensure timely collection and submission of COVID19 data and relevant immunization data – as well as support strengthening of the related M&E systems – in collaboration with the M&E team.
8. To lead efforts to robustly analyse and utilize all vaccination data to inform plans, priorities and resource allocation and write reports, best practices and lessons learned for wider dissemination.
9. To lead efforts to identify gaps in COVID 19 vaccination; design and implement operational research (OR), PHE, secondary data analyses and CQI initiatives to address these gaps; and write abstracts, posters manuscripts, and policy briefs to widely disseminate findings.
10. To implement and manage a robust capacity building program, for vaccination HCPs; capitalizing on supportive supervision, mentorship and on-job training in line with national guidelines.
11. To supervise program staff under her/him in her/his respective council(s).
12. To engage and facilitate strategic collaboration with key technical and community-based stakeholders, in immunization including influential, community leaders and IPs.
13. To actively participate in writing technical program documents including project proposals, workplans, reports, best practices, lessons learned and other relevant documents, as required by the RPM.
14. To support and advise the RPM on all COVID 19 vaccination and other immunization issues and perform other relevant duties as assigned by the RPM.

Required Education, Work experience and Skills:
1. Degree in Medicine, Nursing or related Health Sciences.
2. Master’s Degree in Public Health, Epidemiology, Health Administration, Health economics, Community Development or relevant field.
3. At least five (5) years of related professional experience in managing public health programs, health systems or health service delivery with demonstrable competencies in large scale vaccination and/or other health prevention programs and services/ campaigns.
4. Demonstrated experience in monitoring and evaluation, reporting, data analysis and data use.
5. Demonstrated ability to plan and implement large scale vaccine interventions such as COVID-19 using a variety of methods.
6. Ability to build positive working relationships, characterized by mutual respect and professional courtesy, with counterparts and program beneficiaries across different boundaries.
7. Excellent interpersonal skills and ability to work successfully in multi-disciplinary team; manage multiple tasks concurrently; meet deadlines with attention to detail and quality.
8. Understanding of the Global and National COVID 19 Response Priorities and targets and program coordination with multiple stakeholders (local Gov, collaborators, Donors, CSOs, community/religion leaders.
9. Strong leadership skill and ability to transfer this skill to others.
10. Self-starter (i.e. motivated with ability to deal with pressure and adaptable)
11. Possession of computer skills such as Microsoft word, power point and excel with data collection, processing and analysis.
12. Fluency in English both oral and written.
13. Strong writing and presentation skills.
