Job Position Individual National Consultant: Support the Tanzania Institute of Education (TIE) to conduct a mapping of the existing ICT and Digital Learning Programmes in Tanzania,Dar es salaam,Tanzania(90 Days)

The development of technology integration in education in Tanzania started as early as 1980s, when the science and technology policy of Tanzania was developed. This was followed by the formation of Tanzania Commission for Science and Technology (COSTECH) in 1986 and the formation of the Ministry of Science, Technology and Higher Education (MSTHE) in 1990. Since 1990s, Tanzania established a good number of training institutions capable of promoting research and development in science, technology and education. In 2003 the first national ICT policy in Tanzania was developed.

In 2007 the first ICT policy for basic education was developed which aimed to promote the acquisition and appropriate use of literary, social, scientific, vocational, technological, professional and other forms of knowledge, skills and understanding for the development and improvement of man and society. The effective use of technology in education as a learning tool (support digital learning) emerged in the late 2007, through 2010. This is the period when the government started to integrate technology for improvement of learning. Currently ICT integration in education is becoming a common thing in most of the schools and also at home.

Despite the achievement reached in electricity and internet connectivity as well as access to ICT devices in the country, there are some few observations that might require some actions as we move forward to introduce and advance the use of digital technology in learning

The main objective of this consultancy is to conduct a mapping of the existing ICT and Digital learning programmes in the country, including the partners that are working on the implementation of such initiatives

The consultant will work directly with Tanzania Institute of Education (TIE), the Ministry of Education, Science and Technology (MOEST) and Ministry of state – regional administration and local government (PROALG). UNICEF will manage the contract and manage the overall quality of work in collaboration with TIE

How can you make a difference?

Objectives, purpose & Expected Results

  • Identify the key technology integration and digital learning initiatives that are being implemented by different partners in the country.
  • Map all partners that are working on the implementation of technology integration in education in Tanzania. This will include an analysis of who are they, where are they, what are they doing and what are the impacts of their investment?
  • Update the challenges of investing in digital learning and technology integration in education in Tanzania
  • Assess technology integration options for rural and urban schools with a consideration of the challenges identified.
  • Develop a strategic note on the cost of investment in technology in education Tanzania and how best can the country reap the benefits of investment in technology in education

Description Of The Assignment

  • This is a research work, that would require a successful consultant to conduct a consultative study at national level, working with the Ministry of Education, PORALG, TIE, TEA, IAE, and other educational institutions to analyze the existing technology integration initiatives in education in Tanzania. The consultant will have to first liaise with TIE for the technical support and coordination of the study. This study will also require a field visit to some of the regions/districts/schools with a good example of low cost technology integration programmes to assess their impact and the cost of investment. The selection of regions and or schools for field visit will be determined by the consultant on the basis of the information required for the best output.
  • Looking on the objectives, the consultant is expected to come up with the best methodologies that will enable him/her to response to all objectives listed above. It is upon the consultant to identify key sources of information for the information required on this study. The consultant will thus, be required to submit a technical proposal with the details on the methodology, sampling technics and potential respondents/institutions to be contacted during the study. Note that the suitability of the consultant will be assessed on the basis of the submission of a succinct technical proposal remarkable research methodology.

Deliverables

  • Inceptions report with the detailed research methodology and timelines
  • A draft report on the mapping of the existing technology integration and digital learning initiatives in the country as well as the key partners that are implementing digital learning and technology integration in education in Tanzania. This provides a details of what is being implemented? Who is implementing, and where? The report should further provide information on the impact of the project being implemented, challenges and possible solutions.
  • An analysis of technology integration and digital learning options for rural and urban schools of Tanzania, with a clear analysis on how the identified challenge above would be addressed in each option.
  • A strategic note on the cost of investment in technology and digital learning in education in Tanzania with consideration of the above identified challenges
  • A final comprehensive mapping report with all the four mini-reports above presented as chapters.

PAYMENT SCHEDULE

payments will be made upon submission and acceptance of the specified deliverables in the table above under section tasks milestones, AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines

Reporting

The Consultant will work under the supervision of Chief of Education/Education Specialist/Director of TIE

LOGISTIC AND LOCATION

The consultant will be based in Dar es Salaam with possible travel to Five selected regions

Medical Evacuation Coverage

The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage

Selection

Note that the following will be the selection criteria based on the score: Technical proposal (75%) with the the following breakdown: Overall response (10), methodology (30), proposed team and experience(20) and examples of similar plans/strategies and/or materials developed and implemented successfully (15) .Financial proposal with clear stipulation of each activity and costs 25%.

To qualify as an advocate for every child you will have…

  • A national consultant who has done a similar job in other countries
  • Advanced university degree in behavioral and/or social sciences, technology integration in education, particularly in communication for development; education innovations, education programming; some training or practices on education technologies.
  • 10-15 years of progressive work experience in education technologies and digital learning and innovation in education with proved competencies/knowledge of education sector in general.
  • Relevant experience in inter-disciplinary approaches in strategic communication, and development strategies, good knowledge of tools and resources to address issues of education technologies and digital learning.
  • High quality writing skills, with proved experience in writing similar reports or national documents.
  • Strong analytical skills demonstrated in dealing with assessment and design of strategies/guidelines for complex education programmes; and
  • Knowledge of local development and global advances in emergency programming in similar contexts.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
