Tanzania Health Promotion Support (THPS) is an indigenous NGO established under nongovernmental organization act No 24 of 2002 in 2011. THPS works in partnership with the Ministries of Health Community Development Gender Elderly and Children (MoHCDGEC) Regional Administration and Local Governments (PORALG), Ministry of Home Affairs (MoHA) and Ministry of Health in Zanzibar. THPS’ goal is to ensure accessible high-quality health care services to Tanzanians; through strengthening of health systems.

THPS, has been awarded by CDC/PEPFAR to implement the five (5) years project AFYA HATUA (Sustain Treatment, Enrolment and HIV Prevention- STEP). Through AFYA HATUA, THPS will deliver client centered, comprehensive facility and community-based HIV prevention, care, and treatment services for general, key and vulnerable populations in Pwani, Kigoma and Shinyanga regions, and contribute to the country’s epidemic control. Based on the Government of Tanzania’s (GoT) National Multisectoral Strategic Framework (NMSF) IV, Health Sector HIV Strategic Plan (HSHSP) IV, and PEPFAR COP21 priorities, AFYA HATUA will extend best practices and lessons learned from THPS’s 10+ years of implementing HIV programs in Tanzania. THPS will partner with all LGAs in the 3 regions, faith-based health facilities, and community-based, key population (KP)-led organizations to achieve the project goals.

THPS is currently seeking highly experienced, committed and motivated Tanzanians to fill in vacant positions for AFYA HATUA project in Pwani, Kigoma and Shinyanga Regions:

Job Title:                           AFYA HATUA HIV Care and Treatment Director

Reports to:                         Principle Investigator (PI)

Position Location:             Dar es Salaam with 35 % field travel

Job Summary

The Care and Treatment Director provides programmatic and technical leadership of all key components of client centered comprehensive facility and community-based HIV prevention, care and treatment services throughout the HIV cascade at supported regions (Shinyanga, Pwani and Kigoma). S/He shall have in collaboration with the PI, day-to-day technical oversight of the project to provide strategic vision, management guidance. S/He will work with technical leads to develop and implement individual staff action plans in line with the approved work plan and budget for the project year, manage the work plan and activities budgets to meet project objectives. S/He will be responsible for reporting on project performance and progress on regular level to the PI; and ensure that all deliverables in the HIV and TB cascades, service delivery models are met with technical excellence, and that THPSs adapts evidence-based innovations. S/He will engage with CDC as directed by the PI to ensure THPS supports MOHCDGEC, PORALG to provide client centered, family and community-centered HIV prevention, care, treatment and support services.

 

Roles and Responsibilities:

  • Work closely with PI on all technical matters related to AFYA HATUA Project
  • Lead the development and implementation of the project technical strategies, in the implementation of comprehensive HIV and Prevention, Care and Treatment services including targeted HIV testing services (HTS), same day ART initiation, retention to ART, TB preventive treatment, Voluntary medical male circumcision (VMMC), methadone assisted treatment for people who inject drugs (PWIDs).
  • Provide technical assistance in planning, implementation, monitoring and evaluation of client centered comprehensive HIV prevention Care and Treatment, TB and Opportunistic infections (OIs) programs for both general, priority and key populations in AFYA HATUA supported sites.
  • Lead the preparation of the comprehensive client centered HIV prevention, care and treatment and TB technical annual work plan with targeted benchmark indicators and evaluate them on weekly, monthly and quarterly.
  • Oversee the Facility services, Community services Technical Leads to ensure clear roles and responsibilities and lines of communication are maintained amongst the team members to meet project outcomes.
  • Lead the project monthly, quarterly and annual program review meetings; provide quarterly and annual progress reports on technical activities implementation.
  • Work closely with PI to harmonize annual, semi-annual, quarterly and monthly work plan implementation.
  • Ensure that all set comprehensive HIV prevention, care and treatment targets are met; come up with rapid change interventions for any targets lagging behind.
  • Work with technical leads to compile and submit to PI monthly technical reports summarizing key achievements and areas for improvement for previous months
  • Work closely with the AFYA HATUA SI Director to lead technical review discussions meetings on selected indicators, weekly and monthly.
  • Represent the project in technical meetings, conferences, coordination platforms including National Technical working groups.
  • Accompany the PI in all PEPFAR/CDC meetings and discussions related to the AFYA HATUA project; and prepare relevant presentations for review by the PI.
  • Advise the PI on efficiencies in implementation and ways to foster program sustainability by the GOT.
  • Perform others duties assigned by the PI.

 

Qualifications, Experience & Skills required

  • Medical Doctor with a Master’s Degree in Public Health or other relevant advanced degree.
  • 7 years plus experience in a senior technical position implementing comprehensive HIV prevention, care and treatment services including the newly adapted service delivery models.
  • Proficient in project management and leadership with a proven track record of managing a successful teams and program.
  • Demonstrated ability through previous experience leading a technical activity through evidence and data driven decision making; preferably in Tanzania
  • Vast experience working with national counterparts i.e. MoHCDGEC, PORALG and participating in National TWGs, participation in the development of various national policies

Experience with managing donor funding especially USG funding will be an added advantage

  • Strong interpersonal and communication skills, proven ability to develop and communicate a common vision among diverse partners, and proven ability to lead a multi-disciplinary team.
  • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.

Position Title:            Maternal, Child and Reproductive Health Manager

Reports to:                 Technical Director

Location:                       Dar es Salaam with 50% travel to Pwani, Kigoma and Shinyanga

Job Summary:

To provide technical support and oversee implementation of prevention/elimination of mother to child transmission (PMTCT) and ensure the program achieves its goals in supported regions. Specifically, S/He will be responsible for design, planning and coordination of PMTCT activities including early infant diagnosis (EID). As Tanzania embarks on elimination of mother to child transmission (eMTCT) through life long antiretroviral therapy to pregnant and lactating women S/He will lead the PMTCT program and field officers in ensuring national guidelines, standards and protocols are followed across supported health facilities. The successful candidate will also represent THPS in national technical meetings addressing PMTCT related issues.  

 

Roles and Responsibilities:

  • Provide technical support to PMTCT field officers and regional teams in the planning, initiation and implementation of PMTCT and EID services
  • Work with regional teams to strengthen the capacity of regional and council health management team (R/CHMTs) for delivery of quality PMTCT services
  • Lead in development of PMTCT standard operating procedures (SOPs), targeted continuous medical education (CME) packages and other relevant materials for improving and advancing PMTCT services in supported regions.
  • Work with field officers and health providers at facilities to design and implement innovative strategies for improving the quality of early infant HIV diagnosis in collaboration with the (R/CHMTs) and Hospital Management Teams (HMTs)
  • Oversee capacity building; supportive supervision, mentoring, and formal training activities of PMTCT interventions in supported regions.
  • Work with the monitoring and evaluation team in monthly analysis and reporting of

PMTCT program data and recommend innovations for addressing identified gaps

  • Work close with field staff and ME team to ensure PMTCT data are triangulated with all source documents prior to reporting to ensure data quality
  • Coordinate with regional and district teams to ensure all HIV exposed infants have graduated with their HIV final status documented in the CTC2 database.
  • Oversee correct PMTCT data entry into national reporting system (DHIS2) PMTCT by field officers and health providers
  • Oversee quality dried blood spot (DBS) samples taking by RCH staff to avoid rejections
  • Provide onsite mentorship on PMTCT documentation according to national guidelines and standard operating procedures
  • Work as part of the multi-disciplinary technical team to provide technical guidance to the THPS regional teams in planning program activities, ensuring close linkages between PMTCT, EID, TB/HIV and pediatric HIV and AIDS services.
  • Collaborate with MoHCDGEC other partners to ensure the functionality of support services including availability of adequate stocks of supplies for PMTCT/EID and improve on turnaround time (TAT) for HIV results of exposed infants.
  • Provide support to health providers in addressing challenges arising from management of clinical cases

Qualifications, Experience & |Skills required: 

  • MD or equivalent with Master’s degree in Obstetrics and Gynaecology from recognized University
  • Master’s Degree in Public health or related fields is an advantage
  • At least five (5) years’ experience and skills in implementing Maternal, child and reproductive public health programs including PMTCT/EID programs
  • Knowledge and skills in implementing PEPFAR supported PMTCT/EID program is an advantage

Position Title:            Paediatric and Adolescent Technical Advisor

Reports to:                 Technical Director

Location:                    Dar es Salaam with 50% travel to Pwani, Kigoma and Shinyanga 

Job Summary:

To provide technical support and oversee implementation of pediatric and adolescent HIV prevention care and treatment along the entire cascade and ensure the program achieves its goals in supported regions. Specifically, S/He will be responsible for design, planning and coordination of pediatric and adolescent HIV activities; while ensuring national guidelines, standards and protocols are adhered across supported health facilities. She/ he will represent THPS in national technical meetings addressing pediatric and adolescent issues.

Principal duties and responsibilities: 

  • Lead the development of pediatric and adolescent HIV standard operating procedures (SOPs), targeted continuous medical education (CME) packages and other relevant materials for improving and advancing pediatric and adolescent HIV services
  • Provide technical support to THPS field teams in the planning, initiation and implementation of pediatric and adolescent HIV services to reach 95-95-95
  • Work with regional teams in providing technical assistance to strengthen the capacity of R/CHMTs for identifying and retaining vulnerable pediatric and adolescents living with HIV in care
  • Lead the design and implementation of innovative strategies and service delivery models for improving the quality of pediatric and adolescent HIV services including index testing, multi-months drug dispensing for eligible clients, TB prevention treatment
  • Oversee the design and roll-out of a package of HIV prevention, care and treatment services reaching adolescents and youth ages 10-24 years and children below 10 years including health service demand creation activities, HIV testing and counselling, linkage to care, referral for family planning, creation of safe spaces and expanded access to adolescent-friendly health services; and GBV screening.

Ensure that project strategies and activities addressing youth are evidence-based and in line with state-of-the-art, globally recognized best practices; and aligned with GoT,  and PEPFAR standards, protocols and guidelines.

  • Ensure that the project engages youth in all stages to promote youth leadership and ensure that youth perspectives are taken into consideration.
  • Promote integration across a range of services for adolescents and youth a holistic, family-centered approach to improving their wellbeing.
  • Ensure all youth-focused strategies are gender-sensitive and promote equitable programming.
  • Identify capacity building needs; targeted supportive supervision, mentoring, and modular training activities for pediatric and adolescent HIV interventions
  • Develop and/or contribute to technical briefs, reports, guidelines and other materials.
  • Collaborate with Adherence and Psychosocial support and retention TA to ensure all adolescents are enrolled into adolescent clubs
  • Work with the M&E team in monthly analysis and reporting of pediatric and adolescent HIV service program data and recommend innovations for addressing identified gaps
  • Coordinate with clinical advisors to ensure pediatric and adolescent HIV activities are standardized and contribute to increased pediatric identification, enrollment and retention in care and treatment
  • Ensure pediatric and adolescent data are triangulated with source documents before reporting to ensure data quality
  • Working as part of the multi-disciplinary technical team to provide technical guidance to the regional teams in planning program activities, ensuring close linkages between pediatric and adolescent HIV services and other program areas including PMTCT, EID and TB/HIV
  • Work closely with MoHCDGEC and other partners to ensure the functional supply chain for pediatric drug formulations and other supplies to ensure uninterrupted services

Qualifications, Experience & Skills required: 

  • MD/MBBS and Master’s degree in paediatric and child health from a recognized university
  • At least five years’ experience in implementing PEPFAR supported paediatric and adolescent HIV programs
  • Ability to analyse program data for program quality improvement

Position Title:            Community Services Technical Advisor 

Reports to:                 Community Services Program Lead

Location:                    Dar es Salaam with 50% travel to Pwani, Kigoma and Shinyanga  

 

Job Summary:

The Community Services Technical Adviser will serve as the THPS technical team lead for all activities relating to HIV community-based interventions including linkage and retention of PLHIV identified from community to ART services. S/He will provide technical leadership, to support effective referrals and follow-up of key and vulnerable (KVP) clients between surrounding communities and health facilities through the entire HIV cascade, to improve ART adherence and insure continuity of treatment among clients in care and treatment. Oversee adaptation of innovative and evidence-based service delivery models by district teams, community services field officers, and community expert clients/volunteers, and health care workers to manage the implementation of planned activities for targeted sub populations and clients on ART. This position is part of a multidisciplinary, cohesive team and requires excellent communication and problem-solving skills.

Roles and Responsibilities:

  • Provide technical support to community services team to support health care providers (HCPs), community expert clients/volunteers other relevant actors to implement community-based HIV initiatives for clients on HIV care and treatment program and targeted sub populations.
  • Ensure regional/district community coordinators, field officers, expert volunteers and HCWs participating in HIV community-based services are appropriately trained and oriented on initiatives strategies to ensure continuum of care
  • Lead implementation of community-based service delivery models (SDM) for HIV interventions in supported regions, including index and social network testing, HIV self-testing, pre-exposure prophylaxis (PrEP), same day ART initiation, linkage case management (LCM) & retention
  • Develop and facilitate innovative strategies to reduce treatment interruptions among key and vulnerable PLHIV identified from community settings
  • Design retention interventions targeting different sub populations to ensure treatment continuity
  • Take leadership in design, training and distribution of relevant job aids and materials related to adherence counselling and assessment in line with the MOHCDGEC guidelines for community health services
  • Provide technical leadership in implementing COVID 19 prevention through health education and infection prevention measures within community settings
  • Conduct supportive supervision and mentorship in collaboration with community services team members to HCP, PE, LC and sub granted NGOs by applying mentorship skills and methods in order to improve quality of services
  • Review scope of work, reports, plans and performance of the community services subgrantees on quarterly basis.
  • Collaborate with Adherence, Psychosocial support and Retention TA to ensure formation of active Adolescent and youth groups/clubs and other initiatives to improve adolescents’ adherence, retention and viral suppression across communities to promote HIV knowledge and psychosocial support to this age group.
  • Maintain relationship with MOHCDGEC CSSU unit, HBC unit, R/CHMTs and subgrantee NGOs responsible for HIV community-based interventions
  • Represent THPS in national TWG/meetings on issues related to HIV community-based services and retention of key and priority populations living with HIV.
  • Strengthen multi-sectorial collaboration with Council HIV and AIDS community coordinators (CHACC) and other partners including linkages with CBOs.
  • Provide technical support and best approaches on how to improve referrals and followup of clients in the community to prevent miss appointments and tracing clients with treatment interruptions.
  • Lead the development of community services annual work plans and implement databased performance review
  • Review annual and quarterly regional work plans and supervise implementation at community level to ensure all targets are met
  • To prepare reports and other technical papers and provide periodic progress reports and monitor progress through weekly, and monthly reporting.

 

Qualifications, Experience and Skills: 

Sociology or health related disciplines (nurse, clinical officer, MD or equivalent) with extensive field experience.

  • Masters Degree in Ppublic Hhealth or equivalent
  • Minimum 5 years’ demonstrated experience working with community-based HIV prevention, care and treatment programs including key and vulnerable populations.
  • Experience with PEPFAR-funded HIV programs is an advantage
  • Minimum 3 years’ supervising a multidisciplinary team as part of a technical assistance
  • Excellent written and verbal communication skills with fluency in English required.
  • Strong computer skills (MS Excel, Access, Word, and PowerPoint at minimum;
  • Ability to provide high quality technical assistance to regional teams and lead diverse teams
  • Familiarity with Tanzanian cultural context; fluency in Kiswahili required

Position title:       Regional Community Program Coordinator

Reports to:           Community Services Program Technical Advisor

Location:              Pwani, Kigoma and Shinyanga Regional with field travel of up to 75% 

Job Summary:

The incumbent will be responsible to coordinate implementation of community-based HIV prevention, and treatment activities in the region. S/He will work closely with Regional Program Manager to ensure quality program implementation of community-based activities including HTS, demand creation, community ART refills, viral load testing, screening for (opportunistic infections) OIs at the regional level to meet targets. S/He will be responsible for community stakeholder’s engagement and partner collaboration at the regional level.

Roles and Responsibilities:

  • Directly supervise all staff working on community bases HIV prevention, testing, linkage and retention activities in the region.
  • Develop regional community services annual and quarterly regional work plans and supervise implementation at the regional level to ensure all targets are met.
  • Liaise with regional authorities, stakeholders and other partners as the representative of THPS community program in the regional office.
  • Strengthen collaboration with R/CHMTs, community-based NGOs, other implementing partners, and stakeholders for smooth implementation of activities.
  • Orient regional and districts authorities and other regional high-level stakeholders on project related interventions.
  • Organize the training on the community-based HIV prevention project to the HCPs in THPS supported HFs.
  • Participate in the development of the referral network model between the community-based outreach and HFs services.
  • Coordinate and conduct mapping of hot spots to maximize outcomes of the field outreach
  • Collaborate with Regional Program Manager to cost effectively manage assets for community interventions including vehicles and motorcycles.
  • Work with the program team to schedule site visits in the most cost-effective manner to reach government and donor targets.
  • Provide oversight of community health workers including community expert clients, lay councilors, outreach volunteers, from recruitment, training, supportive supervision, mentorship, monitoring and performance appraisal.
  • Oversee monitoring and evaluation of the community HIV interventions including effective and timely data collection, analysis, report preparation and dissemination.

Qualifications, Experience and Skills required:

  • Medical Doctor, Social Scientist or equivalent with degree from recognized University
  • Master’s degree in Public Health or related filed will be an added advantage.
  • At least five years working experience on donor funded community HIV related projects at leadership position.
  • At least five years’ experience of working with Regional and Districts Health Management Teams.
  • Ability to work independently and strong problem-solving skills

Position Title:            VMMC Services Manager

Reports to:                 Facility Services Program Lead

Location:                                    Dar es Salaam with 50% travel to Kigoma and Shinyanga

Job Summary:

The Voluntary Medical Male Circumcision (VMMC) Manager provides technical expertise in the scale up and implementation of quality and safe VMMC services in the supported regions.  S/He serves as a member of the central technical team and effectively provides technical, strategic and operational leadership to develop and implement a preventive strategy for VMMC that decreases men’s risk of acquiring HIV and increases VMMC coverage including at low coverage areas to reach saturation and achieve the greatest HIV prevention impact possible, with particular focus on reaching adult men and high-risk populations in supported regions. The VMMC Manager will organize VMMC activities through MOHCDGEC, PORALG, R/CHMTs and THPS regional staff and be responsible for advising and managing VMMC service delivery according to national guidelines at static and satellite health facilities, outreach, and mobile sites. S/He ensures all key deliverables in VMMC programing at THPS are attained at high performance levels.

Roles and Responsibilities:

  • Provide strategic leadership and oversight in the development, planning and monitoring of program implementation to deliver comprehensive package of safe and quality VMMC services that increase awareness, demand, and coverage of VMMC services among target age group at supported regions.
  • Provide technical support to the project team, MoHCDGEC, PORALG and R/CHMTs including the development of guidelines, standard operating procedures (SOPs), protocols, and dissemination of packages for HIV prevention and VMMC capacity building and support.
  • Develop work plans including strategies and smart objectives/activities for VMMC services integrating appropriate interventions including HIV prevention, care and treatment
  • Provide technical expertise on surgical procedures and approaches, techniques and new technologies e.g. device driven circumcision, making the procedure safer, efficient and cost effective and in line with WHO, PEPFAR and national requirements and standards.

Support technical assistance and supervision of VMMC sites and ensure adherence to PEPFAR guidance, WHO recommendations and national guidelines for conducting

VMMC

  • Support strengthening/establishment of community-based demand creation, mobilization, linkages, referrals and interventions for HIV prevention and VMMC services.
  • Conduct rapid assessment of safe medical circumcision health facility infrastructure, equipment, staffing, and training needs; develop and support site-specific action plans for roll-out of VMMC activities.
  • Lead in designing on approaches to scale up of VMMC coverage in districts and among un met populations
  • Work with strategic information team to design and implement a plan to monitor VMMC outputs per site and ensure targets allocated to each site/district are achieved.
  • Lead in integration of QI processes to enhance quality VMMC services and minimize adverse events (AEs); support robust data collection of AEs.
  • Develop and timely submit technical VMMC program progress reports as scheduled on monthly, quarterly and annual basis.

Qualifications, Experience & Skills required

  • Doctor of Medicine degree (MD) and/or Master’s degree or equivalent experience in public health, social sciences or health related field.
  • More than five (5) years of demonstrated experience in VMMC programming as a block of HIV prevention intervention.
  • Knowledge and thorough understanding of VMMC standards, requirements, recommendations and guidelines per WHO, PEPFAR/CDC and national guidance.

Position Title:            Regional VMMC Program Coordinator (2 Positions)

Reports to:                 VMMC Services Manager

Location:                    Shinyanga, Kigoma

Job Summary:

The Voluntary Medical Male Circumcision (VMMC) Program Coordinator is responsible for overall coordination of quality and safe delivery of VMMC services in the supported region. Provides technical leadership and direction to ensure VMMC activities are implemented in accordance to international and national standards, protocols and guidelines at the region. S/He is responsible for achievement of VMMC goals and objectives in the region including overseeing key deliverables in VMMC programing are attained at high performance levels.

Roles and Responsibilities:

  • Provide technical support and coordination for expansion of VMMC activities integration in HIV prevention, care and treatment program.
  • Promote quality assurance and ensures regional level VMMC services adhere to national, WHO, PERFAR, protocols, policies and guidelines and are consistent with established best practices.
  • Works closely regional and council health management teams (R/CHMTs) and health facilities to scale up VMMC activities (static and mobile) and supports incorporation of VMMC activities in regional, council and health facility plans for sustainability.
  • Collaborate with key stakeholders to scale up VMMC services for HIV prevention across supported region.
  • Identified capacity building needs and coordinates trainings, supportive supervision, CMEs activities in VMMC at the regional level.
  • Responds to logistical, clinical, and programmatic issues at regional level; and reports any implementation barriers for timely management and resolution.

  • Technical expertise in VMMC service delivery as well as strong understanding of barriers and facilitators to acceptance of VMMC.
  • Experience in implementing device and surgical VMMC techniques within public health contexts.
  • Demonstrated experience related to capacity building of service providers and monitoring/supportive supervision and mentorship of service delivery.
  • Experience of working with local government authorities including R/CHMTs, other stakeholders and health facilities.

The Voluntary Medical Male Circumcision (VMMC) Program Officer is responsible for overall coordination, capacity building, demand creation and implementation of VMMC services in line with national and international VMMC standards and guidelines to achieve

target coverage in the region in both community and facility settings. S/He is responsible for achievement of VMMC targets ensuring key deliverables in VMMC programing at THPS are attained at high performance levels.

Roles and Responsibilities:

  • Provide technical support for implementation of all VMMC activities in the region
  • Ensure VMMC services follow national, WHO and PEPFAR, protocols, policies and guidelines and are consistent with established best practices.
  • Develop work plan for program implementation at the regional and district level.
  • Maintain regular communication with regional and council health management teams (R/CHMTs) and conduct clinical mentorship and supportive supervision to health care workers implementing the VMMC services in collaboration with R/CHMTs.
  • Provide technical assistance and organize trainings, CME sessions on VMMC quality assurance in collaboration with the regional team.
  • Conduct VMMC demand creation activities in collaboration with local government and other stakeholders.
  • Coordinate VMMC counselling program services and ensures linkage and referral of all HIV positive clients.
  • Ensure VMMC services guidelines and protocols are followed by the surgical teams.
  • Contribute in preparation of annual work plans, budgets, performance reports and quarterly reports for VMMC in the region.
  • Collaborate with M&E team to ensure uninterrupted availability of national VMMC M&E tools, proper documentation at VMMC static and outreach sites and facilitate effective linkages services.
  • Scale out the VMMC Data Base to all supported VMMC static and mobile sites.
  • Ensure consistent availability of VMMC supplies, equipment and consumables for VMMC services in all static and mobile and outreach VMMC facilities.
  • Conduct monitoring and evaluation on progress to annual targets in collaboration with M&E and VMMC services technical team.
  • Develop regional innovations on VMMC activities implementation and document success stories, case studies, best practices and lessons learnt from the field.

 

Qualifications, Experience & Skills required:

  • Medical trained personnel (nurse, clinical officer, MD, MBBS or equivalent) with certification on VMMC
  • Minimum three years of experience in VMMC surgical and device-based services; Familiarity with PEPFAR funded HIV prevention programs is an added advantage.

Job Summary:

The Voluntary Medical Male Circumcision (VMMC) Quality Improvement (QI) and Capacity Building Coordinator is responsible for overall coordination and implementation of VMMC continuous quality improvement (CQI) and capacity building activities. S/He provides technical support for enhancement of QI and quality assurance (QA) processes for VMMC services at all levels and is responsible for capacity building and adherence to VMMC standards and guidelines by trained service providers including healthcare workers (HCWs) and community health workers (CHWs) in provision of VMMC service packages.  The VMMC QI and Capacity Building Coordinator leads the integration of QI in VMMC services and develops and build capacity of norms and standards for QI systems for the delivery of high quality VMMC services in collaboration with local government authorities and other stakeholders. S/he supports MOHCDGEC, PORALG and R/CHMTs efforts to institutionalize models and systems for training and CQI of VMMC services delivery for sustainability. S/he is responsible for contribution of CQI and capacity building interventions in overall achievement of VMMC goals and objectives in the region.

 

Roles and Responsibilities:

  • Provide technical support for VMMC program team, R/CHMTs and health care providers in implementation of VMMC CQI interventions and build the capacity of R/CHMTs to standardize and support sustainable CQI interventions.
  • Conduct supportive supervision and identify VMMC CQI services implementation gaps for remediation plans as needed for core essential elements assessed.
  • Prepare and coordinate trainings on VMMC quality standards and QI tools and techniques; train providers from facilities and communities including HCWs, CHWs, and outreach and lay workers to conduct routine QA/QI activities.
  • Support the development and review of VMMC guidelines, training packages, Standard Operating Procedures (SOPs), CQI tools and M&E tools per national, WHO and PEPFAR standards in collaboration with MOHCDGEC and other stakeholders.

Qualifications, Experience and Skills required:

  • Medical degree with relevant public health experience.
  • Five years or more experience in HIV prevention, care and treatment program including provision of HIV clinical training, performance improvement, QI, and clinical mentoring. An experience in VMMC CQI interventions will be an added advantage.
  • Expertise in implementing quality assurance systems for HIV/AIDS interventions especially VMMC program and in adult learning and training methodologies.
  • Knowledge of national, WHO, PEPFAR, and national VMMC recommendations, requirements, CQI standards, and best practices.

Job Summary:

The Social and Behavior Change Communication (SBCC) Coordinator provides overall coordination and technical support in the development, design and implementation tailor-made and focused social and behavior change strategies targeted at expanding uptake of VMMC among older men and high-risk men for impactful performance on HIV epidemic control. S/he is responsible for leadership in development SBCC materials including training tools and job aides, promotion of human centered design (HCD) approaches and innovations on core behavioral interventions to scale up VMMC uptake and improve outcomes among the targeted populations. The SBCC Coordinator serves as the focal point with stakeholders including at community level for SMART advocacy and communication in VMMC social and behavior change package addressing barriers and unique needs of targeted populations. S/he ensures quality and consistent evidence-based approaches are implemented, monitored and reported for overall attainment of key deliverables in VMMC programing at THPS.

  • Provide leadership in development of innovative SBCC strategies for targeted VMMC interventions through different channels including audio-visual materials, mass media and mobile technologies.

Technical and administrative leader of the THPS Shinyanga regional team responsible to lead, coordinate and facilitate provision of high-quality, client centered comprehensive facilitybased HIV prevention, treatment and support services, DREAMS (Determined, Resilient,

Empowered, AIDS-free, Mentored and Safe) and VMMC (Voluntary Medical Male Circumcision) to meet government and donor targets. S/He will supervise District managers and serve as the link between THPS Management and regional teams, and will be the member of the THPS extended leadership. S/He will be responsible to maintain conducive working environment with Regional and Districts authorities, while ensuring that project deliverables are met and represent THPS at regional levels.      

Roles and Responsibilities:

  • Oversee the overall planning, budgeting and implementation of comprehensive client centered HIV prevention, treatment, adherence and retention to ART, TB/HIV, HTS, PMTCT, Laboratory, Pharmacy services, CECAP, GBV, DREAMS and VMMC services for both general, key and vulnerable populations (KVP) in Shinyanga Region.
  • Work closely with both THPS Facility and Community Services Leads and Central Technical Team to ensure technical excellence, adaption of innovations and service delivery models towards program achievements and epidemic control.
  • Collaborate with Shinyanga Regional and District health authorities and health providers to deliver quality HIV prevention, and treatment services, DREAMS and VMMC.
  • Work with R/CHMTs to ensure staff seconded into the Regional and District Authorities are appropriately recruited and execute their tasks as agreed in their job description and performance appraisal is regularly conducted.
  • Liaise with the MOHCDGEC officials, R/CHMTs and other stakeholders in Shinyanga to ensure timely and successful implementation of targeted capacity building needs of health provides based on identified gaps.

Job Summary:

To provide technical support to health care providers (HCPs) on provision of high-quality client centered, multidisciplinary family-focused HIV prevention, and treatment at services at supported facilities in Shinyanga, Kigoma and Pwani regions. This entails targeted HIV testing services, optimized Provider Initiated testing and Counseling (PITC), same day enrollment into antiretroviral treatment (ART) of newly identified PLHIV, effective adherence and retention strategies and minimizing lost to follow up (LTFU), TB integration, opportunistic infection prevention, and ensuring viral load suppression. S/He will work with the PMTCT/Pediatrics field officers and community services team to ensure that HCPs, expert clients and community volunteers are well equipped with skills to appropriately manage infants, children and adolescents living with HIV according to national and international standards.  

 

Roles and Responsibilities:

  • To conduct supportive supervision, on job training, continuous medical education and training to HCPs and supportive cadres on client centered comprehensive HIV services towards epidemic control.
  • Under leadership of District Managers support HFs in the assigned districts to implement program activities that meet targets on HIV prevention, treatment, adherence and retention to ART, TB/HIV collaborative activities, HTS, PMTCT, Laboratory, CECAP and GBV; (also DREAMS in Shinyanga and VMMC in Shinyanga and Kigoma regions).

S/He will serve as the THPS central technical team lead for all activities related to HIV prevention & linkages within facility and community settings for general, key and vulnerable populations (KVP). These include facility and community-based HIV testing services, linkage to ART, adherence support for clients initiated on ART and PMTCT, psychosocial support for PLHIV including adolescents and children, GBV and VAC prevention services, Medical Assisted Treatment (MAT). Also, coordination of HIV care between health facilities and community-based system support. S/He will be responsible for providing technical guidance and support to the HIV Prevention & linkages Program and Field Officers and any community based sub- grantees that implement HIV Prevention & linkage services.

Roles and Responsibilities:

  • Provide Technical support to HIV prevention & linkages team to support HCPs, peer educators (PE) and other relevant actors in all THPS supported regions to implement protocols on HIV prevention & linkages.
  • Develop and facilitate innovative strategies to reduce treatment interruptions among PLHIV in supported sites.
  • Work with HIV prevention, linkages and QI teams to conduct periodic assessment of HIV prevention & linkages standards of care in high volume THPS supported sites.

Job Summary:

Oversee QI interventions in the regions including working with health facility work improvement teams in developing and implementation of QI interventions for key PEPFAR indicators throughout the HIV cascade. Build capacity of facility and community teams to document QI processes, analyze, monitor and timely use the data for program improvements. S/He will integrate QI approaches in the HIV cascade for different subpopulations including children, adolescents, men, priority and other vulnerable potations. S/He will work with Regional and District program teams to ensure all government and donor targets are met.

Roles and Responsibilities:

  • Oversee formation/strengthen of Work and Quality Improvement teams in each supported site and ensure they implement QI projects.
  • Collaborate with program teams and R/CHMTs to identify service delivery gap and eventual QI interventions, to improve project outcomes
  • Support needs-based continuous quality improvement training and mentorship to R/CHMTs and HCPs for integration of QI methods and best practices into routine facility and community activities.
  • Facilitate HCPs training, on job training, mentorship and continuous medication education on QI in all supported sites.
  • Provide relevant support for effective implementation of QI for all service delivery models (SDM) strategies for HIV prevention, care, treatment and support services.
  • Collaborate with project staff to monitor and evaluate the quality full spectrum of HIV prevention and treatment services for continuous quality improvement.
  • Conduct routine site visits to support quality improvement activities and build site capacity to implement quality management activities.
  • Ensure supported sites have national quality improvement guidelines and tools
  • Conduct supportive supervision to QI teams and ensure functionality of those teams including documentation of QI team’s regular meetings and follow up of action plans.

Position Title: Community Services Field Officers (17 Positions)

Reports to:           Regional Program Manger 

Location:             Pwani, Kigoma and Shinyanga with field travel of up to 75%        

Job Summary: 

Support and coordinate community services at the district level that foster identification, linkages and retention of new PLHIV including reaching priority, vulnerable and key populations.  Provide leadership in community initiatives that support effective referrals and follow-up of clients between community settings and HFs while working with sub granted NGOs. The position includes monitoring all community outreach services, community-based ART refill for newly diagnosed and stable eligible HIV clients, follow up of clients with treatment interruptions, linkage case management initiatives, viral load and sputum sample collection, transportation and to ensure clients with high viral loads attains viral suppression. Also, coordinates linkages to other services including MAT for people who inject drugs, and social services to victims of gender-based violence (GBV)/violence against children (VAC).

 

Roles and Responsibilities:

  • Work with HCPs and expert clients/volunteers to manage community outreach activities for HTS, ART refills, HVL coverage as per required standards of care to ensure treatment continuity adherence support, psychosocial support groups.
  • Ensure HFs, volunteers and HCPs participating in community-based services are appropriately trained and oriented on initiatives strategies to ensure continuum of care
  • Ensure all newly diagnosed clients are enrolled into HIV treatment and attached to Peer Educators/Community Outreach Workers (COWs) as ‘Wateja Marafiki’ and are known to the multidisciplinary team for treatment continuity.
  • Participate in development of district level work plans for implementation of community HIV identification, linkage and retention activities.
  • Ensure linkage and retention including community-based ART services are provided in line with WHO, national, donor and THPS working strategies.
  • Collaborate with facility staff to coordinate activities, share data and work plans to strengthen continuum of care across community and facility interventions.

  • Maintain an efficient and easy-to-use information management system for data generated by the project, including the baseline facility and community mapping exercises, annual assessments and the final evaluation.
  • Provide leadership in the development of project M&E assignments including the use of statistical packages such as STATA, SPSS, and Epi Info.
  • Identify areas for future research.
  • Provide direct technical M&E support to VMMC project sites

 

Qualifications, Experience & Skills Required:

  • Bachelor’s degree in Public Health/Epidemiology/Statistics/Demography or related field. Master’s degree is preferred
  • Demonstrated experience in designing and implementing health program evaluation and applied research in health and HIV
  • At least 10 years’ experience in Monitoring and Evaluation, data analysis, performance monitoring, report writing, and/or DQA’s
  • Experience of working with PEPFAR funded programs is an advantage and hands on in M&E of VMMC programs at leadership position is an advantage.
  • Supervisory experience, including training M&E officers and data officers
  • Familiarity with VMMC PEFPAR M&E reporting systems (DATIM, SIMS) and indicators.
  • Demonstrated understanding of Ministry of Health data systems (e.g. DHIS2).

Demonstrated skills in quantitative data analysis, data management, analytical skills and experience in identifying and evaluating best practices and approaches. Experience in qualitative research methods and practices highly desired.

  • Expertise in study design and methodology.
  • Proficiency in statistical/analytical software.
  • Ability to work independently with limited supervision and meet deadlines in a fastpaced work environment.
  • Advanced oral and written English communication skills required

Position Title: VMMC Monitoring and Evaluation Officer (2 Positions)
Reports to:   VMMC M&E Manager 
Location:          Kigoma & Shinyanga regions

 

Job Summary:

The M&E Officer is responsible for supporting the project in designing and implementing VMMC M&E activities under the leadership of the M & E Manager.  In close consultation with the M&E Manager, the VMMC M&E Officer will ensure the continuous monitoring of program progress in close collaboration with the GoTZ, CDC, and other implementers. S/He will develop the capacity of various stakeholders in data collection, analysis, reporting and evaluation. S/He will help identify and evaluate best practices and state-of-the-art approaches for the programs and with support from the M&E Manager disseminate overall results to project stakeholders.  These positions report to the Monitoring & Evaluation Manager.

Roles and Responsibilities:

  • Support the development of the THPS VMMC reporting system and monitoring plan.
  • Train and supervise site-level staff on VMMC data collection and reporting.
  • Lead and manage baseline indicator and/or situation analysis at sites.
  • Maintain the established reporting system database and support routine reporting.
  • Develop ongoing quality control/assurance procedures to ensure complete and accurate data entry.
  • Establish data security guidelines and activities to ensure that all data are stored and maintained in a secure and effective manner.
  • Contribute to data cleaning and analysis process.
  • Generate routine data summaries for project monitoring.
  • Provide general information technology support to supported static and mobile VMMC sites.
  • Support THPS staff to document training and technical assistance activities and help to produce and disseminate technical reports, guides, manuals, and other written materials.
  • Provide regular liaison with M&E contacts.

Qualifications, Experience & Skills required:

  • Degree in health informatics, Computer science, Social sciences, or Statistics
  • At least 3 years of “hands on experience” as M&E officer position in VMMC program, will be an added advantage
  • Strong data analysis, graphical data presentation, dissemination and report writing skills
  • Experience working in NGO active in health-related services.
  • Demonstrated familiarity with MOHCDGEC/PEPFAR data systems including DHIS, CTC2 and DATIM

Excellent computer skills at minimum with Microsoft Office package including MS Access application development and use, data analyses with standard software packages and implementing protocols for data quality assurance.

  • Good interpersonal and people management skills-a team player and builder.
  • Good command of English and Swahili language will be an added advantage

 

Job Title:   Internal Compliance Assistant
Reports to:    Internal Compliance Manager
Location:    Central Office Dar Es Salaam (with frequent up to 50% field travel)       

 

Job Summary:

Under the leadership of The Internal Compliance Manager, the incumbent will provide advice to internal compliance manager of any new risks to which THPS may be exposed, operational risks, financial, currency, and political risks.

Role and responsibilities:

  • Contribute to ensuring that financial controls and other assurance processes and activities are appropriate and robust throughout THPS.
  • Understand and conduct test of controls on a monthly basis on Procurement process through examination and review of documentation to identify gaps and key control issues for earlier mitigation.
  • To provide assurance on the effectiveness of internal controls over Sub-recipient’s management for helping achieve uniformity, quality, effectiveness, and efficiency of operations. This will involve the Intern to visit sub recipients in person to check whether they comply with terms and conditions as contracted with THPS on a quarterly basis.
  • To verify whether all medical facilities procured during the quarter have been distributed to intended sites. This will involve physical verification at site
  • Conduct site visits to check whether supported health facilities patient care is provided to at least an appropriate ratio. This may involve travelling with program officials during supervision works to see whether the objective is achieved or not.
  • Review and analyze program budgets to check whether they conform to THPS activities and all the budgeted activities are fully implemented. This will go down to reviewing payment documents for all expenses incurred.
  • On a quarterly basis, conduct physical verification of some sampled assets from the Head quarter to the regions.
  • To check whether assets are coded with a unique number for easier identification.
  • Weather assets are properly used by the Organization and not subject to any impairment.
  • Work along with the compliance manager to ensure compliance to all statutory requirements both at the institution and national level.
  • Any other adhoc responsibility as assigned by the Internal Compliance manager or THPS management.

Qualifications, Experience & Skills Required:

  • Bachelor Degree in Finance/BCom Accounting, from a recognized College/University.
  • CPA (T)/ ACCA. ACPA with audit back ground will be of added advantage.
  • Minimum three years’ experience working in an internal audit department or recognized audit firm is preferred.
  • Experience working for USG funded NGOs will be an added advantage.
  • Excellent skills in Microsoft word, Excel, and outlook.

Be of high integrity and able to maintain confidentiality.

  • Proven record to work under minimum supervision and meet deadlines.
  • Reading, written, and verbal fluency in English and Kiswahili

Position Title:            Stores Assistant 

Report to:                   Stores Officer

Position location:       Dar Es Salaam

Job Summary:

Stores assistant will help the stores officer the control and record movement of all materials delivered to and issued from the THPS stores.

Role and responsibilities:

  • Inspect incoming goods for damage or discrepancies and report to the storekeeper for further action.
  • Receive goods, and arrange properly in the store shelves to ensure maximum utilization of storage space.
  • Arrange delivery of goods to THPS supported sites and Regional offices by enquiring distribution list or stores requisition from program team and regional/zonal managers.
  • Maintain receipts, records, and issuing of goods form the store.
  • Ensure adequate record keeping and manage all documentation to confirm proper movement of project materials.
  • Assist in maintaining and update the asset register on regular basis by ensuring that all new procured materials are being recorded and shipped to regional offices or across THPS supported sites
  • Assisting in carries regularly physical verification of stores, to check the book balances, with the actual physical stock at frequent intervals by way of internal control over wrong issues, damages, pilferage, expire dates etc.
  • Assist in processing VAT refund claims
  • Perform any other duties given by his/her supervisor.

Qualifications, Experience & Skills required: 

  • Bachelor Degree in Procurement and Logistics Management. PSPTB registered under graduate category will be an added advantage.
  • At least three years working experience in Stores and Logistics management.
  • Experience working with NGO’s and/or donor-funded programs will be an added advantage
  • Ability to work under minimum supervision
  • Excellent written and oral communication skills in English and Kiswahili

Basic computer skills with minimum of Microsoft word, and excel application
