Introduction
Danish Refugee Council (DRC) is an international non-governmental organization that provides assistance and promotes durable solutions for refugees and internally displaced people, based on humanitarian principles and human rights.
Danish Refugee Council is a humanitarian actor in Tanzania. Since 2015, as part of the Burundian Refugee Response in Tanzania, DRC works in the sectors of camp management, Community-Based Protection, Livelihoods, Protection, WASH, General Food Distributions and Shelter/ small infrastructure in Nduta & Mtendeli camps. DRC has been implementing Camp management, Community Based Protection and Livelihoods projects in the Nyarugusu refugee camp since January 2020. Since March 2021, DRC is implementing an Energy and Environment Project in refugee-hosting communities and Mtendeli, Nduta and Nyarugusu refugee camps.

A Livelihoods Team Leader – Energy and Environment, under the management and supervision of the Livelihoods Manager and in close collaboration with UNHCR the camp-based government coordination bodies and Local Government Authorities will be responsible for overseeing the implementation of Energy and Environment activities in Nduta, Mtendeli and Nyarugusu refugee camps and host community. The Livelihoods Team Leader is therefore expected to be flexible to work in different locations over the course of the programme.

Tasks and responsibilities of the position
    Ensure targets are met under DRC’s agreement with donors, to be accountable to the stated goals of the programme.
    Develop, coordinate, plan, implement, monitor and report on DRC´s Energy and Environment Programming with a special focus on; alternative energy sources for cooking, forest protection and capacity building activities on environment/forest.
    Providing technical inputs to the programme throughout the project cycle.
    Oversee proper documentation of activities implemented and actors/beneficiaries involved.
    Undertake regular field/onsite visits to ensure technical support to livelihoods staff and proper monitoring of the activities implemented in the area of operation.
    Foster and ensure Livelihoods Officers and Assistants maintain productive, supportive and respectful relations to Incentive Workers and/or Village Agents employed in the programme.
    Daily management of Livelihoods Officers and Assistants including timely implementation of the project activities.
    Provide support, direction and on-job coaching to Livelihoods Officers, Assistants and Incentive Workers and/or Village Agents.
    Work with established community-based structures in the community and be solution-oriented in terms of challenges arising from individual activities and the programme as a whole.
    Contribute to developing new sustainable environment/livelihoods initiative/proposals and fundraising relating to emergency and longer-term response.
    Ensure lessons learned are documented, shared and reflected in program planning and decision making.
    Ensure continuous capacity building among livelihoods staff in handling the Livelihoods programming.
    Ensure implementation of Energy and Environment activities are in compliant with the Core Humanitarian Standards (CHS) and the DRC Code of Conduct (CoC);
    Work with Livelihoods Manager and MEAL team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.
    Ensure that timely and quality project narrative reports are provided according to donors’ requirements.
    Provide budget monitoring and expenses control including compliance with minimum DRC and donor requirements.
    Foster and maintain excellent working relationships with key humanitarian actors – local and international, including government authorities and non-state Actors, private sectors through regular attendance at technical meetings and bilateral meetings.
    Liaise closely with other DRC’s sectors such as; Community Based Protection, protection and camp management to ensure productive coordination and smooth implementation of the programme activities.

Requirements
    University Degree in Forestry, Environmental Science and Management, Natural Resource Management and other related fields.
    A Masters degree will be added advantage.
    The applicant must possess a minimum of 3 years experience in energy and environment programmes and demonstrate experience in energy and environment programmes with a specific focus on; (i) Development and management of tree nurseries, (ii) afforestation and sustainable forest harvesting techniques, (iii) building capacities of community-based environment/forestry committees, (iv) sustainable agricultural practices – Climate Smart Agriculture, Permaculture, Agroforestry etc., (v) alternative sources of cooking energy – bio-briquettes and cooking energy-efficient stoves and (vi) Land/natural resource use planning at village/ward level.
    Experience in local governance, community development and participatory development programming are highly advantageous.
    Experience in working with Local government Authorities in planning to implement and monitoring energy and environment programmes.
    Previous experience working with refugees or IDPs and Host communities’ members.
    High level of computer literacy and associated software (Microsoft Word PowerPoint and Excel, SPSS)
    Experience in Geographic Information System (GIS) software/tools for forestry/environmental management.
    Excellent written and oral communication skills in English.
    Experience with supervising and diverse teams in terms of sex, race, faith, age, etc.
    Gender-sensitive.
    Excellent interpersonal and problem-solving skills, creativity and flexibility;
    Comfortable in a multi-cultural environment, flexible and able to handle pressure well able to engage with community members openly, maintain confidentiality and respect;
