Plan International’s has also been providing humanitarian work which is also guided by the Core Humanitarian Standards on Quality and Accountability (CHS) which  Nine Commitments that organisations and individuals involved in humanitarian response use to improve the quality and effectiveness of the assistance  provided. It also facilitates greater accountability to communities and people affected by crisis, knowing that humanitarian organisations have committed to will enable them to hold these organisations to account. Plan Tanzania has been implementing Child protection, education, and youth empowerment interventions in  Nduta and Mtendeli camps since October 2015 and in Nyarugusu Camp since January 2020. Following the Accountability and level of support required thus,  the role of MEAL Field Officer to operate from Plan Kibondo Office.

role PURPOSE

MEAL  Field Officer will design of monitoring tools in collaboration with MEAL manager, and take lead in ensuring effective implementation,  tracking, documentation of Project work Plan, DIP and accountability and feedback mechanism of the Child Protection, Education, Youths programs (and other projects as requested).

MEAL Field officer will also be  responsible for reporting, accountability mechanisms, evidence collection, learning and capacity building ensuring Plan’s Tanzania `s CPiE, Youths and EiE Programs.

The Meal field  officer will support MEAL Manager by providing the evidence and documentation of the grant MEAL initiatives and collaborate with the Manager in providing the program team in the use of program evidence and learning for decision making, accountability and continual improvement of monitored projects.

The MEAL field officer will  provide methodological support monitoring and evaluation and collection of feedback and learnings for each project in emergency response.

Dimensions of the Role

• MEAL  Field Officer will  directly report to MEAL  Manager in Kibondo.

•The role will supervise Feedback Officers, and provide  onsite support to CPiE, EiE and Youth officers in Kibondo

• MEAL  Field Officer activities  will  60% field visit aiming at supporting all camp MEAL initiatives in line with the approved projects’ plans with the major focus on routine response grants reporting and accountability mechanisms.

• The role will ensure the quality  Data collection, monitoring of project activities, with respect to grants work plans and tracking effectives of beneficiary reach in all interventions.

• MEAL Field officer will  other consortium partners and participates in consortium meetings, Camps meetings  representing Plan International as guided by MEAL Manager.

Accountabilities

The MEAL Field Officer specific roles will be:

  • Reviewing and consolidating weekly and monthly program monitoring data from all camps
  • Drafting and reviewing reports to MHA and internally for Plan use.
  • Design monitoring tools  and share with the Manager for approval to support routine collection of project results.
  • Tracking of projects output indicators and provide written updates on monthly basis and timely.
  • Routinely spot check project implementation in the field and timely reporting on gaps for quick actions to improve performance.
  • Coordinate regular and periodic assessments, evaluations, survey, and studies for programs operations.
  • Lead and supervise data collection processes especially FGDs and questionnaires.
  • Quantitative and qualitative data analysis and data verification.
  • Data validation to ensure high data quality and standards for programs and donor reports
  • Networks and collaborate with staff, refugees and partners in camps and Consortium partners in supported grants for identification of success stories and learnings from the projects.
  • Supervise implementation of distribution and post distribution monitoring activities at camp level.
  • Regular monitoring of training plans at field level, and monthly report outputs of trainings to beneficiaries.
  • Evaluate trainings and ensure training use pre and post tests to measure outcome of the training and ensure the tests are analysed and integrated as part of the training report.
  • Supporting program team to ensure timely reporting of distribution conducted for timely planning of post distribution.
  • Ensure the Monitoring tools, documents shared are reviewed and approved by the MEAL Manager.
  • Work with refugee volunteers and project staff in supporting M&E initiatives such as carrying out surveys, collecting case studies and feedback.
  • In all MEAL initiatives ensures MEAL and Plan operation procedures, standards and Policies are adhered.

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

•             Program staff, Feedback officers, Volunteers and  refugee data assistants:  learn from their experience at camp level  (High)

•             Work with stakeholders at camp levels to share fitting practices and to identify/implement opportunities for collaboration in MEAL activities (medium)

Technical expertise, skills and knowledge

Essential

  • Demonstrate experience in supporting  Emergence MEAL initiatives for  Child Protection, Education and Youth, some of which must have been in refugee camp.
  • Good knowledge and understanding of humanitarian principles and child protection.
  • Demonstrable expertise in implementing community-based child protection responses.
  • Experience and knowledge in developing and use various M&E methods and tools.
  • Familiar with data management software such as Excel, Access, SPSS, Stata, Magpi and ODK
  • Experience with participatory learning approaches.
  • Experience of conducting child protection assessments in emergency contexts.
  • Demonstrate ability to support the direct reporting colleagues especially feedback officers.

Desirable

  • Diploma/Degree in social work, social work, psychology, social sciences or statistics related field.
  • Fluency in English, Kiswahili, Kirundi and French written and spoken, highly desirable
  • Familiarity with Core humanitarian standards, Child Protection Minimum Standards and International Network for Education in Emergencies (Minimum Standards for Education).
  • Strong interpersonal skills and ability to work in a diverse team and sensitive in maintaining  organizational relationships.

Generally, the level of contact with children is high as the role oversees implementation of MEAL activities at camp level.
