Job tittle: Audit Manager – Financial and Regulatory Reporting

JOB PURPOSE:

The purpose of the job is to be responsible for assuring the Bank on the financial and regulatory reporting aspects S/he deploys specialized knowledge of International Financial Reporting Standards and the Regulatory Reporting Framework to provide the assurance.

ACCOUNTABILITIES

  • Prepare and document audit methodology for audit of quarterly financial statements for publication, end-of-year financial statements, management accounts, and regulatory reports.
  • Manage audit of the financial statements to ensure that they comply with International Financial Reporting Standards (IFRSs) and Bank of Tanzania regulations
  • Review quarterly impairment assessments to ascertain whether assumptions are appropriate and the inputs in the impairment model are accurate, and the results thereof are accurate and in compliance with IFRS9 requirements.
  • Review provision for loan losses to ensure it is adequate and comply with Bank of Tanzania regulations i.e. The Banking and Financial Institutions (Management of Risk Assets) Regulations 2014.
  • Champion the correct interpretation and use of IFRSs in financial reporting. Provide guidance, share knowledge and provide training to audit staff on IFRS updates and contemporary issues around financial reporting standards.
  • Develop and maintain a database of regulatory reporting requirements, prepare, document, and execute compliance audit test procedures regularly.
  • Develop, maintain and update risk register around financial and regulatory reporting space and ensure that controls are in place to manage the risks identified.
  • Follow up and provide status reports on actions taken by management to resolve issues raised by assurance providers.
  • Assess financial reporting risks and ensure that controls are in place to manage the risks identified.
  • Prepare reports for management and the Audit Committee on matters related to financial and regulatory reporting.
  • Coordinate and manage engagement with the Bank of Tanzania, External Auditors, and other assurance providers for all matters related to financial and regulatory reporting.
  • Any other duties as may be assigned by the Director of Internal Audit and/or Senior Manager Credit and Regulatory Reporting.

Supervision and Support Functions:

  • Champion the correct interpretation and use of IFRSs in financial reporting. Provide guidance, share knowledge and provide training to audit staff on IFRS updates and contemporary issues around financial reporting standards.
  • Provide support, advice, and guidance to auditors to ensure the effective performance of tasks assigned to them to achieve DIA performance goals.

 

EDUCATION REQUIREMENTS EXPERIENCE, KNOWLEDGE, AND SKILLS REQUIRED

  • Bachelor’s degree in Accounting, Finance, Banking, commerce, or related business subjects, from any recognized University or its equivalent qualifications
  • Certification for Information System Audit (CISA), Certified Internal Auditor (CIA), or Certified Public Accountant (CPA/ ACCA).
  • Minimum 5 years’ experience in the financial and regulatory reporting aspects
  • Experience in the interpretation and use of IFRSs in financial reporting
  • Practical experience and competency in the use of audit tools in particular Teammate, ACL, and proficiency in Excel application
  • Good knowledge of Bank of Tanzania Regulations and best Banking practices.

Job tittle: Senior Manager, Financial Crime Compliance

JOB REPORTING TO Head of Compliance and Governance

JOB PURPOSE

The Purpose of the job is to support and define the bank’s AML & Sanctions Monitoring strategy and goals across the bank, guiding the program. To ensure the bank has relevant, up-to-date, and adequate policies, procedures, processes, and strong controls to support the management of Financial Crime Compliance (FCC) Risks; FCC risks include Money Laundering, Terrorism Financing, Sanctions, and Anti-Bribery & Corruptions Risks. Oversee the first line of defense in implementing the requisite AML & Sanctions controls, processes, and systems to comply with applicable laws, rules, and regulations, as well as frameworks, policies, and procedures.

KEY RESPONSIBILITIES:

       FCC Program Management

  • Champion effective implementation of methods to identify, assess, and mitigate AML/CFT/CPF, and Sanction risks across the Group.
  • Provide oversight and support to the bank’s Compliance Risk Infrastructure that monitors Suspicious Activity, AML, and Sanctions violations.
  • Harmonize to the greatest extent possible AML & Sanctions Compliance policies, procedures, and Risk Assessments across the Enterprise.
  • Design and support implementation of Enterprise KYC/CDD programs consistent with AML regulatory requirements and the bank’s specific risk profile.
  • Conduct examinations and assessments of the bank’s AML/CPF/CFT and Sanctions Compliance programs: Develop an annual schedule and continuous process for compliance testing and monitoring activities across all business line functions.
  • Oversee and ensure the production of timely and effective AML, Sanctions, and Transaction Monitoring-related MIs and other applicable information to the Director of Risk & Compliance, Management Operational Risk Committees, and Board Risk Committee.
  • Support the design, development, and implementation of strategies, standards, and procedures to support the AML/CFT/CPF Data Governance program while facilitating adherence to the bank’s Enterprise Data Governance framework for data policies, standards, and practices.

      Enterprise Risk Assessment & Control:

  • Provide oversight to the bank’s Compliance Risk Infrastructure: Safeguarding operational and compliance risks governance, policies, and standards are enforced by all lines of businesses and support units.
  • Participate in Annual Compliance Risk Assessments – play a key role in the assessment through all stages. Provide quarterly risk assessment and updates to the Board and management on the closure of audit issues.
  • Review new products and services to ensure appropriate consideration of key AML/CFT/CPF and Sanction compliance risks and any necessary mitigating controls.
  • Implement and coordinate Compliance Risk Management Processes while challenging the First Line of Defence (FLOD) on the effectiveness of controls: Drive finalization of risk category and subcategory framework for Risk and Control Self Assessments, Product Risk Assessments, and Process Level Assessments.
  • Design and implement Risk Based Alerts Scoring Models: Lead the development and maintenance of the Enterprise AML Transaction Monitoring strategies, including scenario development and rules optimization to support AML and Forensic Risk Identifications.
  • Design and Implement vendor’s due Diligence Framework: Develop vendor’s risk categorizations and implement Due Diligence commensurate with risk levels.
  • Consistent with AML regulations and policy recommend De-Risking initiatives to management based on increased customers’ or Product Risks Profile against established bank’s AML risk appetite.
  • Design risk-based Financial Crime Compliance Training and ensure training requirements are implemented across the group by staff.
  • Perform other duties as assigned by the Head of Compliance & Governance.

EDUCATION REQUIREMENTS EXPERIENCE, KNOWLEDGE, AND SKILLS REQUIRED

  • Degree from a reputable University preferably in Law, Economics, Finance, Risk Management, or a related discipline.
  • Holder of ACAMS Certifications or intention to be certified within six months of employment.
  • 7 + years of experience in the banking industry or regulatory environment; at least 5 years in AML/CFT and OFAC/ Economic Sanctions compliance.
  • Experience in dealing with regulatory matters and confident interaction with Management, Board, and Regulators.
  • Significant experience in Risk and Operations Management together with business management, from a frontline role in Commercial Banking
  • Ability to identify, escalate and communicate issues to management in an effective and succinct manner
  • Strong knowledge of AML laws & Sanctions regulations and their application.
  • Excellent project management and organizational skills and capability to handle multiple projects at one time

Job tittle: Specialist Internal Audit Analytics

JOB PURPOSE

The purpose of the job is to be responsible for preparing audit engagement plans, fieldwork execution, and reporting to assure that credit and financial reporting risks are adequately mitigated. The job holder will also be responsible for providing leadership and guidance to junior internal auditors in various audit projects and performing any other audit engagements assigned to them from time to time.

ACCOUNTABILITIES

  • Carry out audit engagements in line with auditing standards to assess the effectiveness of internal controls, governance, and risk management processes to support the achievement of the Bank’s objectives.
  • Quarterly, proactively review impairment assessment in collaboration with Manager Credit Audits and Manager – Financial and Regulatory Reporting Audit to ensure that impairment assessment on loans and advances is adequate and in compliance with IFRS9.
  • Review provision for loan losses to ensure adequacy and compliance with Bank of Tanzania regulations i.e. The Banking and Financial Institutions (Management of Risk Assets) Regulations 2014 and other applicable circulars/guidance.
  • Champion correct interpretation and use of IFRSs in financial reporting. Provide guidance, share knowledge and provide training to audit staff on IFRS updates and contemporary issues around financial reporting standards.
  • In consultation with Audit Manager, perform a risk assessment and update/improve audit programs relating to financial reporting and credit operations.
  • Obtain and review circulars, new procedures, and new products relating to financial reporting and credit operations and assess their impact on the audit process and existing controls.
  • Identify and share with Audit Manager, key fraud risk indicators on financial reporting and credit operations at both branches and the Head Office.
  • Develop, maintain, and update risk register around financial and regulatory reporting space and ensure that controls are in place to manage the risks identified.
  • Champion development and review of audit methodology and programs on financial reporting and credit processes to facilitate effective testing of both control design and operating effectiveness.
  • Track and monitor implementation of agreed actions and recommendations by internal audit and other assurance providers to ensure management addresses them as agreed.
  • Provide inputs during the development of the annual audit activity plan in collaboration with audit managers to ensure effective risk assessment in identifying auditable entities.
  • Provide support and guidance to junior internal auditors in performing their tasks

JOB REPORTING TO: Senior Manager Acquiring Business

JOB PURPOSE

Provide support to merchant sales team and after sales support ensuring delivery of quality service while enhancing customer experience through Point-of-Sale devices, QR codes and e-commerce business.

ACCOUNTABILITIES

  • Support the Merchant sales team to process POS transaction deposits and revenue
  • Providing service support to the sales team by ensuring all POS terminal, QR codes functionalities, and e-commerce requests are promptly actioned
  • To provide after-sales support to merchants including resolve customer queries received from the sales team, merchants, and branches within specified SLA

EDUCATION QUALIFICATIONS, KNOWLEDGE & SKILLS

  • University Degree/Advanced Diploma in Business Administration, Banking, or Information Technology
  • A minimum of five years of experience in Card operations and POS device operations
  • Business understanding of Banking operations, card products, customer service and merchant acquisition procedures and analytics
