Vacancies Nafasi za kazi Ushetu Tanzania Health Promotion Supports (THPS) Nov 2021: Tanzania Health Promotion Supports (THPS) is an indigenous NGO established under nongovernmental organization Act No 24 of 2002 in 2011. THPS works in partnership with the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) and Regional Administration and Local Government (PORALG) and Ministry of Health (MOH) in Zanzibar with a goal of ensuring accessible high-quality health care services to Tanzanians; through strengthening of health and community systems for comprehensive quality health services including HIV/AIDS; Tuberculosis; prevention of GBV; reproductive, maternal, neonatal, child, and adolescent health (RMNHCAH) services; laboratory and health management information systems (HMIS).

Tanzania Health Promotion Support (THPS) in Collaboration with Ushetu District Council through Afya Hatua – Care and Treatment project is currently seeking highly experienced, committed and motivated Tanzanians to fill in the following positions for 10 months Contract Period with Possibilities of 1-year extension depending on donor funds and project priorities;

POSITION TITLE:  Site Manager -Clinical Officer – (3) Positions

REPORTS TO. Medical Officer in charges of the facility.

LOCATION: Health facility within Ushetu DC

Full Time work Station; CTC/PMTCT Clinic/Lab & OPD

OVERALL JOB FUNCTION: To ensure implementation and reporting of high-quality HIV services in the facility in accordance with Facility, District, Regional, Government and PEPFAR guidance.

KEY RESPONSIBILITIES:

  • Ensure provision of clinical services at CTC to all clients on daily basis from 7:30 am — 4:30 pm. • Facilitate few selected weekend and evening clinics especially for stable client’s drug pick up.
  • Ensure the files of the expected clients are retrieved a day before and traced according to the three boxes initiative
  • Ensure facility meets its target on new clients on HIV treatment through availability of highquality HIV testing and linkage services in the facility including Linkage Case Management, Index testing, PITC, etc.
  • Ensure facility meets its target on number of clients on treatment by strengthening adherence and retention to care through provision of friendly services, tracing of defaulters and return them to care.
  • Ensure all CTC clients are initiated and complete on Isoniazid Preventive therapy.
  • Ensure 75% of CTC clients are on six months ART multi-scripting and three-monthly dispensing.
  • Ensure 85% of CTC clients are switched to Dolutegravir based regimen.
  •  Facilitate capacity building among facility staff on various updates on HIV interventions.
  •  Facilitate coordination of all QI meeting in the facility.
  • Communicate closely with District, Regional and Headquarters THPS staff to ensure smooth uninterrupted availability of HIV interventions in your facility.
  • Facilitate daily review of CTC activities for improvement in the following day(s) and correction of gaps
  • Supervise Peer Educators and Data Clerks to ensure they implement their activities accurately and timely
  • Participate in facility and THPS lead data review meetings.
  • Ensure the TV is on and clients are getting the intended messages
  •  Facilitate accurate and timely data collection and submission at your facility on weekly, monthly and quarterly basis with minimal or no support from THPS staff.

PREFERRED REQUIREMENTS:

  • At least Form six level.
  • Must be either Clinical Officer or Diploma in Nursing (ANC)) and should be registered
  • Knowledge on computer will be an added advantage. (Ms Word, Excel, and MS
  • No experience needed but experience of working with HIV/AIDS program will be added advantage.

Capable of independently implementing the duties described above.  Fluent in Kiswahili and English

POSITION TITLE:  Data Officer (AfisaTakwimu) (15) Position

REPORTS TO: Medical Officer in charges of the facilities.

LOCATIONS: Health facility within Ushetu DC

Full Time work Station;          CTC/PMTCT Clinic & OPD

OVERALL JOB FUNCTION: To implement high-standard computer and paper-based HIV data and record management in accordance to Facility, District, Regional, Government and PEPFAR guidance.

KEY RESPONSIBILITIES:

  • Primarily responsible for transcription of patient visit information to paper-based pre-ART and ART registers.
  • Review relevant clinic records and perform paper-based data quality checks on CTC 2 cards and registers
  • Ensure proper filling client files
  •  At computerized sites, conduct data entry for the CTC 2 database from CTC2 cards, PITC registers and HEI cards.
  • Update all patient’s laboratory results on CTC2 database (CD4, Viral Load etc.)
  • Perform data quality assurance checks for the electronic data
  •  Update all clients visits in the CTC2 database on daily basis and update in the CTC3 macro as frequent as required by the program.
  • Perform daily back up of CTC2 database into external hard drive
  •  Conduct data triangulation between CTC2 database, ANC and TB units (TB-HIV and ANC positive clients)
  •  Produce/Compile Prepare Quarterly reports for care and treatment, Mother child cohort report and HTS reports.
  • Produce missed appointment ILTF reports on monthly basis and update final status of clients. Collaborate with site personnel, personnel at other health facilities and community-based organization in tracing patients who miss visits or are lost to follow-up.
  • Assist facility, R/CHMT in all data-related requests and reporting.
  • Ensure weekly data are entered into patchy excel to facilitate weekly performance review.
  •  Enter performance of each sub granted staff in the database on monthly basis.  Participate in all QI meetings in the facility.
  • Facilitate accurate and timely data collection and submission at your facility on weekly, monthly and quarterly basis with minimal or no support from THPS staff.
  • Communicate closely with District, Regional and Headquarters THPS staff to ensure smooth uninterrupted availability of HIV interventions in your facility.

PREFERRED REQUIREMENTS:

  • At least Form six level.
  • Certificate/Diploma/ Advance Diploma in Records Management is an added advantage
  • Must have verifiable knowledge on computer (Ms Word, Excel, and MS Access)  Nursing, counselling, and/or records keeping skills will be an added advantage  Familiarity with the health system and hospital medical records.  Capable of independently implementing the duties described above.  Fluent in Kiswahili and English

REPORTS TO: District Medical Officer with dual reporting to District Aids Control Coordinator

OVERALL JOB FUNCTION: To ensure Afya Hatua Project data collection, organization, reporting and use and maintaining databases in all facilities including troubleshooting challenges reported by Data officers. DDO oversees and supports Data officers to undertake their routine tasks on day to day basis as well as improve quality data reported through DHIS2 in the public M&E system.

KEY RESPONSIBILITIES:

  • 1 . To develop, modify, and maintain databases in the respective district.
  • To develop data input controls, range and logic checks, and other data management processes based on input from other team members.
  • 3, To ensure the accuracy of data entry and collaborate with community data teams to resolve data entry issues at facility levels.
  • 4, To design, modify, generate, and maintain database reports using Microsoft Access, SQL in collaboration with other District Data Officers.
  • To train data team in the use of data entry and cleaning programs.
  • To train Data Supervisors to develop and implement ad hoc queries; and provide them with technical assistance in running data cleaning programs, to resolve discrepancies in data entry.
  • To coordinate daily upload of CTC2 data analytics, macr03 and DHIS2 data reporting for all THPS supported facilities.
  • To perform programming work to manipulate and clean data, create variables and format libraries, develop queries for data cleaning, and prepare analysis datasets; analyze and tabulate data; and create graphic representations of statistical information.
  • To work with Data Managers to develop standard operating procedures for QA/QC, do evaluation of data entry accuracy, and work performance of the data team staff members.
  • To monitor district progress on weekly basis and work with district program manager to report on weekly and monthly district performance.

PREFERRED REQUIREMENTS:

  • 1 . Bachelor Degree or Advanced Diploma in Computer Science, Statistics or related field, analytical statistical packages will be an added advantage
  • At least two (2) years of experience in data management and or programming.
  • Able to work with MS Access and Visual Basic or Visual Basic for Applications (VBA).
  • Good in both oral and written English and Kiswahili

POSITION TITLE: HIV Test Counsellor (14) Positions
REPORTS TO: Medical Officer in charges at the facility.
LOCATION: Health facility within Ushetu DC

Full Time work Station; CTC/PMTCT Clinic[Lab & OPD Clients Counseling and Testing

KEY RESPONSIBILITIES:

  • Conduct risk assessment of the disease to clients referred to him/her for testing.
  • Support Lay counselors on proper and thoroughly screening of clients for eligibility
  • HIV Counselor will provide unbiased information on HIV testing to his clients & explains the testing process in simple way.
  • Conducting testing and pre and post testing counseling to all clients eligible and consenting for HIV testing.
  • Link clients testing positive with care and treatment services through linkage case management.
  • Will liaise with CTC team to facilitate early ART initiation to clients identified and where possible initiate clients on ART within OPD settings.
  •  Will ensure all new HIV positive clients identified at the facility are enrolled in the linkage case management (LCM) except those who do not consent.
  •  Provide accurate information to clients about living with HIV, preventing further transmission, the benefits and challenges of HIV care and treatment, and available services and how to access them
  • Together with C TC team, support clients throughout the early part of their care so they participate fully, become educated, and can advocate for themselves
  • Will offer index testing services to all clients newly initiated on ART ensuring all clients have their index contacts tested within 45-60 days.
  •  Will ensure newly identified clients remain in care for at least 45-60 days.
  • Will provide health education to his/her clients on HIV, AIDS and STD’s and their implications on new HIV infections to themselves, their sexual contacts and counterparts as well.
  •  Will ensure HIV testing activities are well documented in the recommended registers and keep all the clients’ records confidential and safe.
  •  HIV Counselor will maintain a list of certifications of Rapid HIV Test kits supplied at his/her testing point.
  •  HIV Counselor will submit a weekly statistical report as required by the program on time.
  •  Not only above duties but HIV Counselor will also perform other duties as may be assigned by the authorities or employer.

PREFERRED REQUIREMENTS:

  • Certificate/Diploma in nursing/clinical medicine, certificate/Diploma in medical Laboratory Technology or related disciplines
  • Valid license of practice (Certificate for HIV testing is an added advantage) Proficiency in computer packages like MS Excel, MS Word, MS PowerPoint Data analysis and interpretation skills
  • Working knowledge of the DHIS2 reporting platform
  • At least one year working experience in HIV Aids related activities
  •  Strong communication skills are essential, the counselor must be able to communicate with clients in a simple manner to make them understand about the disease clearly.
  • Demonstrated ability to conduct sensitive, empathetic interviews and conversations that highly respect the dignity and diversity of clients.
  • Must have demonstrated knowledge of HIV/AIDS and HIV medical care services as per the national guidelines.
  •  Understanding of basic concepts of HIV related to HIV testing services and knowledge of disease prevention solutions.
  • Successfully completed training required for HIV Counselor from government or other accredited institutions.
  •  A HIV Counselor must be able give accurate, unbiased, clear information about the disease to his clients.
  •  A HIV Counselor must be energetic, intelligent, diplomatic, sound practical judgment, the ability to work independently during periods of less supervision; the ability to work  Capable of working independently with minimal supervision.

Position Title: Pharmaceutical Technician (2) Positions
Department: ART Program
Reports to: Medical Officer In charge of the facility
Location; Health facility within Ushetu DC
Full time work station: CTC Pharmacy

OVERALL JOB FUNCTION: To ensure timely availability and accessibility of ARVs and other ART commodities by health facilities to offer quality care and treatment services (CTC) to health facilities.

KEY RESPONSIBILITIES:

  • To dispense ARVs and other Pharmaceuticals at the CTC Pharmacy as per good dispensing practices.
  • Provide patients adherence counselling on medication use.
  • Check for expired medications available in all pharmacy sections i.e. wards, dispensing, stores etc.

REPORTS TO:   Medical Officer in charges at the facility.

Full Time work Station; CTC/PMTCT Clinic/Lab & OPD Clients Counseling and Testing

KEY RESPONSIBILITIES:

  • To provide day to day timely, and accurate clinical laboratory and Point of care patient samples tests to fully support TB/HIV and HIV/AIDS diagnosis, care, and treatment monitoring.
  • Responsible for performing General phlebotomy duties that support TBIHIV and HIV/AIDS.  Responsible for collecting and properly package for referral, the specimens for HIV viral load test, DBS for Early infant diagnosis (EID) and sputum for GeneXpert diagnosis.
  •  Responsible for performing proper documentation of samples collected, track and receive results back from the viral load testing laboratory
  • Responsible for upload HIV viral load samples in the electronic sample referral system (eSRS) timely to ensure quality viral load testing and results in feedback TAT.
